This center mainly solves the problems of EMV transfer, intelligent IC card issuance and issuance for increasing e-wallet application. Its advantages lie in combining card-issuing of EMV debit & credit application and e-wallet application in one time so that cost of recall reduces and meanwhile card e-wallet application increases (small amount wallet and the consumption score-accumulation purse.). It raises the card efficiency.

CA System: The system deals with the EMV certificate which is released by second grade CA system, and then returns the certificate to RA system. The related information of the released certificate will be submitted to the card-issuing data-preparation system through RA.

IC Card-issuing System (CMIS): It completes the management of the key which is related to PBOC e-wallet.
